The Program actively works to understand the sources, extent and effects of urban runoff pollution; and develops and implements methods for pollution reduction and control. Over the last five years, the Program has prioritized the evaluation, management and reduction of trash as a pollutant associated with urban runoff. By addressing trash, the Program is taking significant steps toward improving water quality in Santa Clara County urban water bodies.

The Program's active focus on assessing the volume and composition, and reducing trash associated with urban runoff addresses the expectations set forth in a staff report released by the San Francisco Bay Regional Water Quality Control Board (Water Board) on November 14, 2001. This report directs municipalities to assess the impairment of water quality produced by the presence of trash in creeks and lakes; and along shorelines within their jurisdiction before the next 303(d) listing cycle. In response to the Water Board staff report, the Program's Management Committee began to proactively address trash issues by forming the Trash Ad Hoc Task Group in early 2002. Since 2002, the Program has developed the following work products and documents relating to trash evaluation and management.
