The 1995 NPDES permit required the Program to develop model performance standards for various storm water control measures and incorporate them into the Program's Urban Runoff Management Plan (URMP).  Model performance standards, defined as “the level of implementation necessary to demonstrate control of pollutants in storm water to the maximum extent practicable”, address Co-permittee activities and the implementation of Program elementsThe Program's URMP contains the following model performance standards:

One component of the Program’s continuous improvement process is to review an existing performance standard or create a new one, each year.  Priorities to revise or create new performance standards are being driven by the Program's NPDES permit.  A list of expected performance standard-related tasks is provided below

Each Co-permittee has adopted model performances standards or tailored them to their local community characteristics and conditions, and included them into their local URMPs.  Co-permittees have been implementing performance standards since 1997.
